(Narcotics/Gun Violence Unit Supervisor)

Deputy District Attorney Margaret Bisignani supervises the narcotics unit. Attorneys in this unit are responsible for the prosecution of all felony drug cases and firearm cases. Attorney Bisignani is also cross designated as a Special Assistant United States Attorney for the United States District Court, Middle District of Pennsylvania. As a Special Assistant, she prosecutes narcotics and firearms offenses in federal court. In this capacity, she is responsible for screening all firearms and narcotics cases for possible transfer to federal court. The process of transferring local firearms cases to federal court for criminal prosecution is part of a joint effort between the United States Attorney's Office and the District Attorney's Office, entitled "Project Safe Neighborhoods". Since the program's inception, dozens of firearms and narcotics cases have been reviewed for potential transfer to federal court.

Ms. Bisignani has been employed as a prosecuting attorney for the past eighteen years, nine of which she served as an assistant state attorney for the Miami-Dade State Attorney's Office in Miami, Florida. As an Assistant State Attorney, Ms. Bisignani prosecuted general felony offenses prior to joining the Sexual Battery Unit. In the Sexual Battery Unit, she prosecuted child rapists, serial rapists and infant homicides. Ms. Bisignani also served as Assistant chief of the Sexual Battery Unit, taking on administrative responsibilities, as well as prosecuting cases. Ms. Bisignani was one of two attorneys responsible for the implementation of the Involuntary Civil Commitment for Sexually Violent Predators Law for Miami-Dade County. Under this law, dangerous sex offenders may be committed indefinitely to a forensic hospital until they are deemed cured and no longer a threat to the community. Currently, Florida is one of sixteen states nationwide to have such a law. Pennsylvania recently adopted a similar law pertaining to juvenile sex offenders. Ms. Bisignani has been appointed as a Special County Solicitor to handle the commitment of juvenile sex offenders.
